Ali Hidayat oghlu Rasulov was born on 7 January 1972 in the Bilasuvar district.
He was the fourth of six children and completed his secondary education in 1989 at School No. 3 in Bilasuvar.
From 1990 to 1992, he served in the military.
In 1993, Ali was admitted to the Faculty of Accounting and Economics at the Azerbaijan Institute of National Economy named after Dadash Bunyadzada (present-day UNEC). He was studying in the part-time programme, specializing in Accounting, Audit, and Analysis of Economic Activity. During his first year, however, he suspended his studies and voluntarily left for Karabakh.
For three months, he took part in the most intense battles along the front line.
Ali Rasulov was heroically martyred on 12 January 1994 during combat operations in the direction of the Fuzuli district.
