Shukurov Shahlar Avaz oghlu was born on 17 May 1952 in the village of Zulfugarli in the Kalbajar district.
He graduated from the Azerbaijan Institute of National Economy in 1972 and subsequently completed his military service.
After being discharged from the army, he worked at the Ujar District Department of Internal Affairs.
In 1986, he graduated from the Rostov Higher Police Academy. While serving as Deputy Chief of the Zardab District Police Department, Shahlar attained the rank of Major.
On 11 July 1990, when a convoy of vehicles travelling along the Tartar-Kalbajar road came under a sudden attack by Armenian forces in the Aghdara area, he was killed heroically in an unequal battle while demonstrating exceptional courage.
He was buried in the village of Zulfugarli in the Kalbajar district.
By Decree No. 264 of the President of the Republic of Azerbaijan dated 8 October 1992, Police Major Shukurov Shahlar Avaz oghlu was posthumously awarded the title “National Hero of Azerbaijan.”
A school and a street in the Zardab district bear his name.
He was married and had two children.
